II.1.4) Kort beskrivelse
Flytoget has decided that new TVMs will be acquired - including hardware and software. Flytoget has a strong need for a supplier who can quickly set new TVM and future changes into production.
The supplier must be able to deliver 29 TVMs to replace the TVMs that Flytoget has deployed in the station areas and platforms today. The TVMs have to work in the existing system landscape as well as being scalable with respect to further development.
The main objective is to have a fully functional system in place in due time before May 2024. This is very important - especially since the TVMs is a major part of the daily income for the company.
It is crucial for Flytoget to obtain a partner who can be innovative and to create great customer journeys together with Flytoget. We prefer that the supplier's team can be present in Oslo to a large extent, being able to work closely with the customer's team.

The solution should be scalable and provide Flytoget with the flexibility to handle existing operations, and new operations and further expansion to further markets if needed.
Only deliveries including both the hardware and software will be accepted. The acquisition includes the establishment/purchase of the TVMs; hardware, software with any adaptations, as well as operation, maintenance and development.
Furthermore, any backend systems or other supporting systems that are required by the Supplier of the TVMs shall preferably be hosted in the Supplier's cloud solution and/or delivered 'as a service'.
Overall, Flytoget has identified some clear needs;
- Ticketing; digital distribution and paper
- Anonymous purchases even if you get the ticket digitally
- Contactless payment using modern payment terminals. The terminals will be delivered outside the scope of this acquisition - and has to be integrated with the TVM
- A subset of the TVMs needs to handle cash
- Master profile compliant - i.e enable Flytoget to connect receipts to user profiles for TVM purchases in their CRM systems
- Data-driven insights
- 5G, no internet connection needed - plug and play
- Can be easily moved
- Be able to deploy to other locations (hotels/exhibitions) - also temporarily

Del III: Kvalifikasjonskrav og kontraktsvilkår
III.1) Kvalifikasjonskrav
III.1.1) Egnethet til å utføre de faglige aktivitetene, inkludert krav om registrering i et foretaksregister, faglig register eller et handelsregister

III.1.2) Økonomisk og finansiell kapasitet

Suppliers must have sufficient financial capacity to fulfil the contractual obligations.
Flytoget will obtain its own credit rating of the company via a credit rating company. Suppliers must achieve a rating of 'credit worthy'.

Minimumskrav:
Suppliers who are unable to satisfy the economic capacity requirement will be able to rely on the support of other businesses, e.g. by providing a performance bond issued by its parent company. Please note that if this approach is used, then the supporting enterprise must submit documentation that verifies their fulfilment of the qualifying criteria and a confirmation that the company will put the necessary resources at the tenderer's disposal. In any such situation, Flytoget will require joint and reciprocal liability as in accordance with § 12-5(4) of the Norwegian Public Procurement Regulations. The enterprise on which the Supplier is reliant for qualification, must submit a separate ESPD form.

Relevant experience from similar contracts. To be evidenced by references and a brief description of the tenderer's relevant experience. The description should include values, dates and names of clients. If subcontractors will be used, they must be able to reference similar experience.
Capacity to deliver the contract and appropriate professional qualifications. To be evidenced by a brief description of the company's core competencies, and an overview of the company's total staff and capacity in respect to this contract. Organisation chart for relevant parts of the company to be attached.

Minimumskrav:
Suppliers who are not in a position to meet the technical and professional criteria will be able to rely on the support of other enterprises. Please note that in such case, documentation will need to be submitted to verify that this other enterprise meets the qualification criteria listed under 4.1 and 4.2 without relying on others, and those listed with the tenderer. Confirmation that the enterprise agrees to put the necessary resources at the tender's disposal is also required. Flytoget's requirements are the same as those of § 12-5 of the Norwegian Public Procurement Regulations.
